The 2023 Test of Chinese as Foreign Language (TOCFL) will take place at Kian Kok Middle School, Kota Kinabalu, Sabah on 26 August 2023 (Saturday). Online registration for TOCFL is open from 20 June to 20 July 2023.
The test is organized by the Education Division of Taipei Economic and Cultural Office (TECO), co-organized by Kian Kok Middle School and the Taiwan Alumni Association of Sabah. There are three bands for TOCFL Listening & Reading test, which are Band A, Band B, and Band C, and both simplified and traditional Mandarin test papers are available for each band. Candidates who pass the test will receive a certificate from the Ministry of Education.
In an online preparatory meeting held on 20 June 2023, Ms. Charlin Chang, the Education Director of TECO expressed her gratitude to the co-organizer, Kian Kok Middle School and Taiwan Alumni Association of Sabah for the support and effort for continuing organizing the test in the school for the second year.
Ms. Charlin Chang mentioned that many undergraduate and graduate programs offered by universities in Taiwan require a TOCFL certificate for admission or as a reference for an applicant’s Chinese proficiency. The TOCFL certificate can serve as proof of Chinese proficiency for applying for a Taiwan Scholarship and obtaining bonus points under the new appraisal system for Overseas Chinese and international students who want to remain in Taiwan to work.
The TOCFL can be used to reflect the candidates’ real-life Mandarin skills as the content of the test includes daily conversations, advertisements, letters, and other everyday life communicative materials. She also encourages students who are currently learning Mandarin in international schools, language centres, and tuition centres to sit TOCFL to assess their Mandarin proficiency level.
There are more than 60 university-affiliated Mandarin Language Centers in Taiwan, offering various Mandarin programs and related resources which are suitable for all kinds of Mandarin learners. Students shall grasp the opportunity to learn Mandarin in Taiwan.
Mr. Goh Teck Seng, Principal of Kian Kok Middle School mentioned that the proficiency levels of TOCFL are in corresponding relationship with (The Common European Framework of Reference for Languages) and ACTFL (American Council on the Teaching of Foreign Languages) Proficiency Guidelines. He encourages students and the public to participate in TOCFL to assess their Mandarin language level.
Mr. Pang Thou Chong, the President of the Taiwan Alumni Association of Sabah said that the association is devoted to promoting talent cultivation in Sabah in combination with Taiwan's educational trends. By co-organizing the TOCFL, they hope encourage Sabah students to obtain a professional certification of Chinese proficiency and aim to promote the integration of Chinese language with the world.

由駐馬來西亞臺北經濟文化辦事處教育組主辦、沙巴亞庇建國中學及沙巴留台同學會協辦之「2023年馬來西亞沙巴華語文能力測驗」（簡稱華測），即日起開放線上報名至7月20日止，歡迎各級學生及各界民眾踴躍報考。考試將於本年8月26日（星期六）上午10時假沙巴亞庇建國中學舉行。
本次華測施測內容為聽力和閱讀二種，以單選題方式進行，考試時間為2小時，考生可選擇正體或簡體兩種版本應考。通過華測者將獲得臺灣教育部頒發之證書。
駐馬教育組與亞庇建國中學、沙巴留台同學會於6月20日召開本次華測籌備會議，張佳琳組長表示，本次為教育組第二次與建國中學合作辦理華測，感謝吳德成校長和沙巴留台同學會彭道章總會長的支持。目前臺灣多所大專院校或系所均採用華測作為申請入學條件或鑑定華語能力之標準，部分系所採認華測為畢業門檻，華測也是申請台灣獎學金之參考標準、僑外生留臺工作評點加分項目之一。
駐馬教育組張組長特別強調，華測考試題目採用多元日常生活情境題材，例如生活對話、廣告、演講、信件、天氣預報等不同領域主題，可準確地對考生的真實語文能力進行評估。因此，她也鼓勵目前於國際學校、語言中心以及補習中心研習華語的學員踴躍報考，藉以測試自身華語能力水平，並檢核華語學習成果。
亞庇建國中學吳德成校長表示，華測能精準對應美國外語教學協會（ACTFL）和歐洲語文共同參考架構（CEFR）的等級，能夠有效評估華語學習者的學習成果，他也鼓勵想了解自身華語程度的民眾踴躍報考。
沙巴留台同學會彭道章總會長指出，沙巴留台同學會致力結合臺灣教育趨勢推動沙巴人才培育，本次合作辦理華語文能力測驗，希望鼓勵沙巴學生取得華語能力專業認證，歡迎各級學生及民眾踴躍報考!
