為配合臺灣人口政策與產業發展需求，教育部推動「促進國際生來臺暨留臺-國際產業人才教育專班」（International Industrial Talents Education Special program），簡稱「新型專班」（INTENSE program），鼓勵大學校院以企業需求為導向，擴大招收國際學生，並強化學生來臺就學及後續留臺就業誘因，吸引全球優秀的國際生來臺就學，並於畢業後留臺發展就業，為臺灣引入優質人才。
本計畫聚焦於STEM、金融及半導體等關鍵領域，推動「育才、留才」雙軌策略。政府將提供獎助金，參與企業則提供生活與實習津貼，並於學生畢業後優先提供就業機會。學生依受獎年限履行留臺工作義務，以確保人才永續發展與產業接軌。

The Ministry of Education (MOE) of Taiwan launched the "International Industrial Talents Education Special Program (INTENSE Program)" for talents coming to Taiwan for study and employment after graduation. This program integrates government, industry, and university resources to expand the recruitment of International superior industrial talent students.
The program focuses on STEM (Science, Technology, Engineering, and Mathematics), Finance, and Semiconductor-related fields. Taiwan's government and enterprises collaborate to provide scholarships that covering
tuition and living fees, to support the studies of international students in Taiwan. Participating enterprises also provide paid internship opportunities during studies
and practical training after graduation, in line with the scholarship duration. Scholarship recipients are obligated to stay in Taiwan for work after graduation for a period equivalent to the duration of their scholarship support.
