海外基地與人才計畫 (Taiwan Affinity Program, TAP)為教育部於2025年透過「國家重點領域國際合作聯盟(University Academic Alliance in Taiwan, UAAT)」所推動之核心計畫。旨在強化臺灣與全球學者的人才交流,促進實質鏈結。TAP計畫專為與臺灣具有淵源的國際學者而設,誠摯邀請他們參與與臺灣學術社群的高階合作,進一步深化彼此的連結與夥伴關係。


國家重點領域國際合作聯盟(UAAT)是一項國家級策略性倡議,由臺灣12所頂尖大學組成。UAAT致力於結合跨世代與跨領域的卓越學術能力與國際視野,透過高影響力的國際合作,解決全球面臨的關鍵挑戰,其中包括氣侯變惠、净零轉型、智慧科技、生醫創新與資安韌性等。同時,也培養能在瞬息萬變,相互的世界中苗壯下一世代的研發領袖。


TAP旨在鏈結具有臺灣背景或具合作經驗的全球學者透過UAAT之專業學術網絡平台,將海外學者的國際視野與臺灣蓬勃的學術生態系統交織融合,進行對世界具有深遠影響的創新發現,支持永續人才培育。


申請方式

The Taiwan Affinity Program (TAP) is a flagship initiative launched in 2025 by the Ministry of Education, Taiwan. Developed as a key project of the University Academic Alliance in Taiwan (UAAT), it is created to strengthen global academic partnerships with scholars connected to Taiwan --whether through family, early education, or personal identity---and invite them to participate in high-level collaboration with Taiwan's academic community.


UAAT is a strategic national initiative uniting 12 of the country's top universities. Rooted in intergenerational and interdisciplinary excellence and a global outlook, UAAT is dedicated to tackling pressing global challenges--ranging from climate change and net-zero transitions to smart technologies, biomedical innovation, and cybersecurity resilience--through high-impact international collaboration. It is equally focused on shaping the next generation of academic leaders who can thrive in a fast-changing and interconnected world.


TAP aims to connect globally based scholars with Taiwanese backgrounds or prior collaboration experience. Through UAAT's academic and talent network platform, TAP

facilitates the integration of overseas perspectives into Taiwan's academic ecosystem,

supporting innovative discoveries of long-term global significance and pursuing far-reaching global impact while supporting the sustainable cultivation of talent.


Submission Deadline: 30 April 2026, 23:59 (Taiwan GMT+8).

Proposal file (both .docx and .pdf formats) should be submitted via email with the subject line:
